2016 Budget Speech: “The Budget of Change”
Delivered By:
His Excellency, Muhammadu Buhari
President, Federal Republic of Nigeria
To
A Joint Session of the National Assembly (on December 22, 2016)
PROTOCOLS
I am honoured and privileged to present the 2016 Budget proposal. This is my first address before this joint session of the National Assembly. I have come here today, not only to address members of the National Assembly, but also to speak directly to the men and women who placed us here.
2. I know the state of our economy is a source of concern for many. This has been further worsened by the unbridled corruption and security challenges we have faced in the last few years. From those who have lost their jobs, to those young people who have never had a job, to the people in the North East whose families and businesses were destroyed by insurgents, this has been a difficult period in our nation’s history, lessons that we must not forget or ignore, as we plan for the future...

Contoversial Maje Ayida Back in His Wife, Toke Makinwa's Arms Again?

After months of rumours of a love baby outside of his marriage to popular OAP, Toke Makinwa it appears the couple are beginning to put the dark past behind as they were both spotted in each other's arms Sunday night at the future awards, they went as far as taking pictures together and sharing the same table.
As this might not lead to any conclusions but the fact remains that they were not divorced so as far as Nigerian law is concerned they are still a couple.

"28 Out of Nigeria's 36 States are Technically BANKRUPT!" - Governor Ajimobi

Governor Ajimobi of Oyo state raised an alarm yesterday while speaking at the 7th annual Lateef Femi Okunnu lecture at the University of IFE concerning the financial situation of states in Nigeria. In his words, Oyo State governor, Abiola Ajimobi, raised the alarm yesterday that, about 28 of the 36 states of the Federation are technically bankrupt. He was speaking on “State Financing and Over-dependence on Oil: Issues and Challenges,” organised by Muslim Law Students of the university when he said:
“Our attitude is antithetical to development. We need to change our attitudes completely about payment of taxes and levies if we must avert the impending economic doom... As I speak, I can conveniently say that 28 states are technically bankrupt. The jaundiced view that taxes and levies might be embezzled if paid is an anathema. Public office holders are supposed to hold, in trust, the  public treasury. To do otherwise is to incur the wrath of the law after leaving office... To the youths, I challenge you to imbibe positive leadership qualities such as you have found in our honoree and among other distinguished personalities you have seen or read about... You must join the moving train of development and explore information technology positively to advance in the current and future world.”

Dokpesi Says I Collected 2.1 Billion from NSA, His Company Says We Never Saw a Kobo... Where is 2.1 Billion?

In a twist of events concerning missing $2 billion US meant for arms deal in Nigeria under Dasuki's leadership as Nigeria's NSA, Tuesday1st December 2015 Raymond Dokpesi, founder of Daar Communication, owners of Ray Power radio network and Africa Independent Television, has said the money he received 2.1 billion Naira from the office of the National Security Adviser during the administration of Goodluck Jonathan as payment for media and political campaign for the 2015 general election.
This is in contrast to the position of DAAR communications, because the organisation's lawyer, Mike Ozekhome, had earlier said his client had written to the EFCC informing the anti-graft body it never did business with the NSA’s office. In his exact words he said:
“What I know is that the EFCC wrote to Daar Holdings asking for a list of directors and whether it has done any business or contract with the office of the NSA in the past and how much was involved... We wrote them a reply to say Daar did not do any contract with the office of the NSA and we are ready to give them all the information they need."

Lagos Court Fails to Order Man's Arrest for Raping His Wife's Niece - He Didn't Deny the Henious Act!

Today, Lagos: President of Igando Customary court, Mr A. L. Omilola in his ruling has failed to order for the arrest of a man who allegedly raped his wife's cousin, even though the accused did not deny doing so.
31-year-old -trader, Oluwaseyi Ajofoyibo had accused her husband, Kamoru Ajofoyibo,33, of allegedly raping her cousin in their matrimonial home. According to her, she said:
“My cousin came to my matrimonial home, asking me to help her appeal to her mother over a misunderstanding; I left the house for a night... When I returned, my cousin told my neighbours that my husband tried to rape her in our matrimonial home... When she was probed further, she confessed that he succeeded in raping her... As a result of his action, I told him I was going to visit my parents in Badagry, but I packed my belongings and left with my sons... I rebuffed several attempts by our families for me to return to my matrimonial home... He then came and forcefully took away one of our sons. I want my son back, that’s why I brought him to the court. We were not legally married. He refused to pay my dowry.” Not denying the accusations Kamoru said:
“We were not having any misunderstanding. She said she wanted to visit her family in Badagry and I gave her N30,000... She said she would spend two weeks, but two weeks turned to months, and months turned into years... Our families called a meeting, she refused to talk, and she was not moved with the tears from her mother’s eyes...  I relocated my son to my brother’s place in Badagry because I needed to be seeing him regualrly. “I know I have made some mistakes and I’m sorry.’’ The President of the court, Mr A. L. Omilola, in his ruling, only asked the couple to come for the Alternative Dispute Resolution (ADR) on Dec. 16th and adjourned the case till Jan. 16 for further hearing.
For a case involving rape we feel this is too light a way to handle such.

2.9 Million Nigerians Living with HIV in Hiding and Secretly Infecting Others!

Nigerians have a staggering 3.4 million people living with HIV in Nigeria (2014 data). Of this, a scary 2.9 million are not receiving treatment needed to suppress the infection. They are also in hiding and are secretly dying and infecting others.
While speaking at World AIDS Day (2015) symposium organised by the Nigerian Institute of Medical Research, NIMR, in collaboration with Nigeria Medical Association, NMA, Lagos branch.
Representative of the Population Council Abuja, Dr. Sylvia Adebajo noted that only 500,000 people are currently on treatment, while the 2.9 million largely men are at large. In her words, she said:
“Men do not go to hospital as much as women so they are the most difficult to reach. Those at higher risks include; women, homosexuals, men who engage with drugs and those who have sex with female sex workers.”
While Director-General of NIMR, Prof Innocent Ujah regretted that despite that effective available for the diagnosis and clinical management, the AIDS epidemic still claims an estimated two million lives each year, of which about 270, 000 are children. In his words he said:
“The multi – year theme since 2012 has been getting to zero with the three main sub-themes of zero new infections, zero deaths from AIDs – related illnesses and zero discrimination... With 90 percent of those on treatment having viral suppression, there will be a drastic break of transmission of new infection and end the HIV/AIDS pandemic by 2030.”
Dr. Oladipo Fisher, from Lagos State AIDS Control Agency, LASACA, said early initiation of HIV positive people into antiretroviral drugs will decrease rate of new infection, as well as reduce HIV-related illnesses and deaths. Consultant Haematologist at Lagos University Teaching Hospital, LUTH, Prof. Sulaimon Akanmu also added his voice when he said: If infected people commenced treatment immediately “This will help bring their viral load to an undetectable level, where they will likely not infect other people, and is in line with the World Health Organization, WHO’s new treatment guideline for HIV/AIDS.”
